At Lex Populi, we believe that technological change should support — not weaken — people’s basic rights and freedoms. New digital tools, AI, and data systems are transforming how we live, work, and interact with governments and institutions. These changes can expand access to information, justice, and public services, but they also come with risks to privacy, equality, and civic participation. Lex Populi works with partners around the world to help ensure technology respects human rights and works for everyone.

Technology can help make government and decision-making more transparent and accessible. Lex Populi supports efforts to use digital tools in ways that increase openness, improve access to public information, and strengthen people’s ability to engage with institutions. We work alongside civil society, insitutional partners, and local innovators to apply technology in ways that expand access to justice, information, and essential services.


New technologies don’t affect everyone equally. Without attention to fairness and inclusion, digital systems—like data platforms or AI tools—can reinforce existing inequalities or leave marginalized communities behind. Lex Populi focuses on promoting equitable access to digital tools and ensuring that historically excluded groups have a voice in how technologies are designed and used. We support initiatives that build capacity for communities to participate in digital decision-making and promote greater inclusion in computing and data governance spaces. 


As technologies like AI and social media play a larger role in civic life, they can also be used to limit freedoms such as expression, privacy, and peaceful assembly. Lex Populi works with partners to help communities and rights defenders recognize and respond to digital threats. This includes strengthening civil society’s ability to monitor digital repression, advocating for responsible policies for emerging technologies, and supporting broader efforts to protect internet freedoms and digital expression.
